In his inaugural directive as the newly appointed Chief Minister of Madhya Pradesh, Mohan Yadav swiftly took action against noise pollution, specifically addressing the unauthorized use of loudspeakers and DJs at religious gatherings and public spaces across the state. The state government, recognizing the detrimental impact of excessive noise on public health and well-being, issued a comprehensive order to regulate and control sound levels in adherence to existing laws and guidelines.
The order, emanating from the home department of the Madhya Pradesh government, explicitly stated that the use of loudspeakers and other sound amplifying devices at volumes exceeding prescribed limits is strictly prohibited. This directive, grounded in the Noise Control Act, Noise Pollution (Regulation and Control) Rules of 2000, and guidelines from the Supreme Court and high court, emphasizes the need for compliance with established norms in religious places and public areas.
According to the order, different volume limits have been defined for various zones. In industrial areas, the maximum permissible volume is set at 75 decibels (DB) during the day and 70 DB at night. Commercial areas have limits of 65 DB during the day and 55 DB at night, while residential areas are capped at 55 DB during the day and 45 DB at night. In designated silence zones, the limits are even more stringent, with 50 DB during the day and 40 DB at night.
Recognizing the need for effective enforcement, the Madhya Pradesh government has taken the additional step of forming flying squads across all districts. These flying squads are tasked with actively monitoring noise pollution and identifying instances of illegal loudspeaker use. The squads will conduct regular and random inspections at religious and public spaces, taking immediate action in cases of rule violations. The process involves investigating reported violations within a maximum period of three days and submitting detailed reports to the administration.
Rajesh Rajora, the additional chief secretary of the home department, outlined the proactive approach of the flying squads. He stated that these squads will play a pivotal role in ensuring compliance with noise regulations. In case of rule violations, they will promptly investigate the matter and submit comprehensive reports to the administration within the stipulated time frame.
Additionally, the government aims to foster collaboration with religious leaders to address the issue at its source. Efforts will be made to communicate and coordinate with religious institutions to encourage voluntary compliance with the prescribed rules. A systematic approach will involve creating a list of religious places where rules and instructions are not adhered to, which will be reviewed weekly at the district level.
This comprehensive strategy signifies a concerted effort by the Madhya Pradesh government to tackle noise pollution at its roots. By combining stringent regulations, active enforcement through flying squads, and collaborative efforts with religious leaders, the government aims to create a more peaceful and harmonious living environment for its citizens.
